Ruth Clements has twenty years of successful negotiation and legal experience heading up the South Florida Water Management District's land acquisition program resulting in over 65,000 acres being acquired for the joint/state Comprehensive Everglades Restoration Project (CERP) and spearheading the finalization of the Kissimmee River Restoration land acquisition which resulted in the acquisition of over 102,000 acres of land with less than 1 % through condemnation. Extensive knowledge of Real Estate, Land Use, Contract, Open Government and Public Records Laws. Led Staff of over 50 while managing annual budget in excess of $100 million. Oversaw management of all South Florida Water Management Lands. Routinely presented to and advised nine member District Governing Board. Interacted with local, state, and federal authorities including U.S. Army Corps of Engineers and Department of Interior. Charles Heard
Charles Heard was born in Wilkes County, Georgia July 9, 1938. He graduated from Wilkes County public schools in 1956. He began career with State Highway Department of Georgia later known as the Georgia Department of Transportation since reorganization in 1972. Studied Civil/Highway Engineering and Surveying through home study curriculum. Also attended evening classes at the University of Georgia. Retired in 1990, accepted an appointment for six years to serve on the Elbert County Board of Tax Assessors. Charles Heard Co-founded a land surveying partnership in 1993. He met the requirements for license by the State of Georgia as a Professional Surveyor.
